At Fruition, we sow cosmos indoors ​​​​in soil blocks 4 weeks before final frost to transplant after final frost, though you can easily direct sow cosmos after final frost, as well.

Organic Diablo Cosmos

Direct Seed: After last frost, shallowly sow 4 seeds/foot & thin to 1/foot when first true leaves appear. Wider spacing = thicker stronger stems. Bouquets: harvest when petals first open. Deadhead for blooms all season.
Transplant: Shallowly sow 4 weeks before transplanting after last frost at below spacing

Transplant your cosmos for earlier blooms and more full-size plants per pack; direct sow for blooms throughout the season and simplicity of sowing.

    I grew one of these plants in each of my 3.5′ x 3.5′ raised beds with a mixture of sweet & hot peppers last year and they looked spectacular. Many nice comments from the neighbors, too! These are quick to germinate & grow strong & vigorous, unlike some of the other varieties of Cosmos I have attempted to start from seed. I plan to grow them with my peppers again this year, but I will allow them a little more space this time. Oh and the pollinators & finches loved them too! Highly recommended. (IN zone 5b.)
